Objectives of the Programme
To coordinate the development, maintenance and promotion of the Western Pacific Region Index Medicus (WPRIM) and the regional Union List of Medical/Health Journals and provide IT support to the WPRO Library’s operations and projects.
Description of duties
1. To coordinate the development, maintenance, and promotion of the Western Pacific Region Index Medicus (WPRIM) and the regional Union List of Medical/Health Journals by performing the following functions:
· Coordinate with the national journal screening committee/team and the regional screening committee/team on the selection of medical/health journals to be included in WPRIM in accordance with established criteria, guidelines and standards approved by the regional screening committee/team;
· Contact and coordinate with the producers/owners of national index medici and union list of medical/health journals in Member States of the Western Pacific Region on the inclusion of indexed articles and journal records into the regional index medicus and the regional union list;
· Identify and use the most appropriate open-source software to manage the national index medici/union list of journals in Member States;
· Identify and collaborate with a focal person/team working in a medical/health library in each Member State that is willing to develop/maintain the regional index medicus and union list of journals;
· Prepare training materials and/or provide training for the focal person/team in Member States who are assigned to enter data;
· Review and check the bibliographic data of indexed articles and records of journals entered by the focal person/team into the WPRIM prefinal database and provide them advice/assistance, if necessary;
· Convert the bibliographic data into XML format and upload the data/records into the WPRIM database;
· Index the articles from journals not covered by any focal person/team in Member States and determine if indexed articles uploaded into the WPRIM database are available online in their full-text. Negotiate with the owners/producers for access and create links to their full-text;
· Monitor and evaluate the progress of the project/s and prepare reports and promotional materials;
· Compile, publish and disseminate bulletins about WPRIM and the union list of journals in electronic format;
· Collaborate in the integration of WPRIM and the union list of journals into other regional and/or global databases;
· Seek innovative ways of expanding the use and impact of the WPRIM and union list of journal databases.
2. To provide IT support to the Western Pacific Regional Office (WPRO) Library in setting up electronic information services, assist in developing the design and contents of the Library Services in the WPRO Internet and Intranet sites and ensure the utilization of the latest Information and Communication Technology (ICT) in library services in WPRO and/or country offices.
QUALIFICATIONS REQUIRED:
Education
Completion of secondary education with formal training in library and information science and computerized information systems; University degree in library science and/or information science, preferably with training on indexing and abstracting journals, an advantage.
Competencies
Knowledge in library operations and management and computer applications, such as MS Word, MS Powerpoint, MS Outlook, Adobe Acrobat including CDS/ISIS and WWW/ISIS; Skills in online searches on the Internet; Familiarity with various open-source softwares for application in library operations and knowledge or background in digitization.
Experience
At least six years’ experience in library operations, medical/health or science library indexing and/or abstracting journals.
Languages
Excellent knowledge of spoken and written English.
Annual salary (Net of tax)
Pesos 521 097 at single rate.
Pesos 521 097 with primary dependants.
Post may be filled at a grade below the classified level if the education, experience and current status should so warrant.
